Most hardwoods (oak, maple, ash) either die back cleanly from the stump or throw a couple of weak shoots that don't survive a Minnesota winter. Boxelder and Siberian elm don't play by those rules. Both species have huge reserves of stored carbohydrates in their lateral roots and a genetic tendency to sucker aggressively — it's how they colonize disturbed ground in the wild. Cut one down and leave any live root tissue behind, and you get a shrub in place of a tree.
A standard shallow grind (4–6 inches below grade) usually doesn't solve this on these two species. The main root flares are still alive and connected to a lateral root network extending well past the original trunk diameter. Suckers pop up in a ring around where the stump used to be, sometimes even a few feet out into the lawn.
What actually works: grind deeper on the central stump (8–10 inches), then trace and spot-grind the biggest lateral roots for the first two to three feet.
